I finally got around to replacing the broken cable, connecting the masthead windvane with the deck [and then on to the Raymarine wind display]. Two other couples helped us, threading the new cable down inside the mast. I got to work out, 51 feet up above the water - a pleasant hour and a half or so.
The boating community really helps each other out. Thanks to Tom, Wendy, Bill and Maureen, and Ilona, for their help while we rethreaded the mast.
Still have to make the below-deck connections, but I can do that anytime.
Note to Bob: Next time, let the professionals step the mast.
